Can a 3H or 3B electrode be mounted horizontally?

This is not recommended. Mounting an electrode horizontally can create a bridging effect between the sensing probe and the ground reference. This can create a false trip.

Should the sensitivity of my control be higher or lower in resistance than my liquid?

The sensitivity of the control should be greater than the resistance of the liquid.
